12:00 PM - 2:30 PM: Celebrating Nurses – The Real Managers of Care
Mary Tellis-Nayak , RN, MPH & Vivian Tellis-Nayak, PhD, My InnerView of National Research
Mary and Vivian, American Health Care Association’s recipients of the 2013 Champion of Quality Award, will blend their expertise to provide leadership tools and quality resources which focus on the importance of high-quality caregiving on overall performance in the celebration of long term care nurses.


Mary, a nurse by trade and the creator of the JCAHO Long Term Care Program, has focused the majority of her career on promoting the importance, role and function of nurses, CNAs and other direct caregivers. She will share several groundbreaking sets of standards for dementia care units, sub-acute care and person-centered care. Vivian, a renowned long term care researcher, quantitatively proved that DONs and NHAs are directly related to skilled nursing care center quality performance. He will show quantitative proof that quality in skilled nursing centers has a positive impact on financial revenue and that DON and NHA turnover are the single best predictors of poor quality and revenues.

2:45 PM - 3:45 PM: Survey Links to QAPI
Polly Weaver, Agency for Health Care Administration
The state survey director will present the latest events impacting long term care enforcement at the state and federal levels. This will include a summary of trends in areas of noncompliance noted in Florida, as well as general updates on the national CMS quality of care and quality of life goals and the implementation of QAPI. Recent regulatory revisions will be explained, as well as 2014 legislative changes and federal regulatory requirements influencing the oversight of SNFs and ALFS.

4:00 PM - 5:00 PM: Focused Decision-Making Through the Survey Process (4 breakouts)
Participants will divide into breakouts based on the geographical area of their facility. Areas 1-4, 5-6, 7-8, and 9-11 will be joined for a hands-on workshop with Agency Field Office representatives providing guidance on survey compliance.

8: 00 AM - 10:00 AM: Risk Management and Quality Performance for SNFs and ALFs (repeated at 10:15 AM)

This session will identify and explain the risks faced by long term care nurses and administrators. Attendees will learn how to demonstrate and ensure competencies of staff that align with resident needs. Evidence-based nursing and executive leadership measures of quality specifically relating to the major risk areas of falls, pressure ulcers, infection control and end-of-life care will also be discussed.

8:00 AM - 10:00 AM: Managed Care Implementation Status (repeated at 10:15 AM)

Managed care contracts and the increased oversight of long term care through federal audits require nurses to maintain a heightened awareness of the links of fiscal and regulatory compliance with the provision of services.  Panelists will provide an update of the Medicaid Managed Care LTC Program implementation in Florida and the compliance structure over SNFs and ALFs in Florida.

8:00 AM - 10:00 AM: Bridging the Gap Between Data and Action: A Case for Reducing Return to Hospital

Facilities interested in being part of an Accountable Care Organization must be able to demonstrate their ability to control rehospitalizations. This session will demonstrate a model for determining the root cause of rehospitalization and will explore the CMS mandated QAPI program.

8:00 AM - 10:00 AM: Quality Improvement- The Red Bead Experiment (repeated at 10:15 AM)
Cindy Mason, LCSW, NHA, LHRM and Barbara Baylis, RN both of Providigm, LLC
National presenters will use the Red Bead experiment to explain systems and system variation, a central concept in quality improvement.  While conducting the experiment, participants will apply concepts of system thinking and common cause variation. Root cause analysis will be applied to the process leading to development of an improvement plan. This exercise can be replicated with staff to impart concepts vital in understanding an organization’s quality improvement efforts.

10:15 AM - 12:15 PM: 2014 Legislative Session Outcomes for SNFs and ALFs
Kelley Rice-Schild, Floridean Nursing Home; Bob Asztalos and Peggy Rigsby, both of FHCA
This presentation will provide attendees with a review of Florida’s 2014 legislative session and its impact on long term care clinicians. Priority topics include background screening, LTC Ombudsman Assessment and several regulatory issues. Attendees will review how legislators in their area voted on specific issues facing the profession.

12:30 PM - 2:30 PM: Awards Luncheon & Senior Clinicians’ Panel

This highly anticipated event will spotlight the stars of long term care and celebrate FHCA’s 2014 Long Term Care Excellence in Nursing Award recipients. Help us honor the outstanding Nurse Administrator, Registered Nurse, Licensed Practical Nurse and Certified Nursing Assistant of the Year. The winning essay of the Certified Nursing Assistant Essay Contest will also be shared. Following the awards presentation, the Senior Clinicians’ Panel will identify and explain the clinical, managerial and leadership challenges care nurses and administrators face. Case examples will be presented to demonstrate evidence-based nursing and executive leadership specifically relating to rehospitalizations and the use of antipsychotic medications. The event will end with an open forum for attendees to discuss best practices.

2:45 PM - 4:45 PM: Special Session: Laws and Rules of the Board of Nursing*

Florida’s nurses have a new continuing education requirement established in 2013 by the Florida Board of Nursing.  The new CE topic, Laws and Rules of the Board of Nursing, must be obtained from an approved continuing education provider and will be required for nurses renewing licenses in 2015.FHCA’s Lee Ann Griffin, staff liaison to the Board of Nursing, has drawn from her Board experience and regulatory background to design a presentation that is Board approved for nurses. FHCA is offering this valuable topic as part of the Nurse Leadership session lineup at no additional cost.

8:00 - 10:00 AM: How to Release Alarms & Reduce Falls

At the request of 2013 Nurse Leadership Program attendees, Sue Ann Guildermann returns with a presentation to focus on strategies to overcome the staff's, surveyors' and family's objectives to being “alarm free.” Attendees will also leave with tools enabling them to maintain a safer environment with attention toward managing the risks of falls.  

10:15 AM - 12:15 PM: How to Provide Uninterrupted Sleep at Night to Improve Care Outcomes
Sue Ann Guildermann, RN, Empira, Inc.
A peaceful and restorative sleep environment resulting in a marked reduction in falls and improved participation in daily activities is no longer a dream in long term care facilities. Sue Ann will provide evidence-based practices from the Empira Restorative Sleep grant with specific strategies and interventions that attendees can implement in their facilities. Residents will experience the benefits from uninterrupted sleep at night and being awake and engaged during the day.
