Medicare Recovery Audit Contractor Program

Back in 2003, Congress directed the Department of Health & Human Services to demonstrate the use of Recovery Audit Contracts (RACs) under the Medicare Integrity Program to identify underpayments and overpayments and recoup overpayments under Medicare Parts A & B. Despite an enormous number of difficulties with the 3-year demonstration program, Congress has required a permanent and national RAC program be put in place by January 1, 2010. The goal of the permanent RAC program is to identify improper payments made on claims of health care services provided to Medicare beneficiaries.
