While deficiency citations are sometimes appropriate, there is concern about how subjective the citations may be. There is evidence of inconsistent application of federal survey guidelines (OIG, 1999, 2002). Further, the deficiency citations appear to be focused on quality of care while many experts feel they do not reflect consumer concerns about quality of life. We hope this year to begin a helpful discussion to create more understanding of these measures and to work with consumers, providers and regulators on what needs to be reported. FHCA is working closely with the Teaching Nursing Home and the Quality Improvement Organization on a deliverable to "create a measurable long term care quality-improvement process through dissemination of expert information, development of learning objectives, benchmarks, best practices, and credentialing levels."
