Quality Credentialing
Partners in Quality FHCA's Quality First Credentialing work began with the Florida Quality Improvement Organization (Florida Medical Quality Assurance, Inc.) in July 2004 with an agreement to work together in identifying “facilities in need of mentoring assistance for quality improvement” and to carry a targeted quality improvement training process into the focus facilities. The intent is to improve the quality outcomes in these facilities including a greater emphasis on consumer satisfaction with residents and families. Eight FHCA member nursing homes have been identified in the first phase of implementation and three of the facilities are now engaged in the Quality Improvement training/mentoring process. In keeping with the goals of building a Quality Management System and Developing Quality Leadership, FHCA's Quality Credentialing Program and the Florida's QIO partnership has also linked with Florida's Teaching Nursing Home.

While deficiency citations are sometimes appropriate, there is concern about how subjective the citations may be. There is evidence of inconsistent application of federal survey guidelines (OIG, 1999, 2002). Further, the deficiency citations appear to be focused on quality of care while many experts feel they do not reflect consumer concerns about quality of life. We hope this year to begin a helpful discussion to create more understanding of these measures and to work with consumers, providers and regulators on what needs to be reported.

FHCA is working closely with the Teaching Nursing Home and the Quality Improvement Organization on a deliverable to "create a measurable long term care quality-improvement process through dissemination of expert information, development of learning objectives, benchmarks, best practices, and credentialing levels."
