Tracy Achey, Event Planning Assistant

Assists Event Planning Department with the planning, development, staging and post event functions of educational seminars and meetings. Manages the Annual Conference Trade Show and Golf Tournament. Markets, sells and tracks exhibit booths and special sponsorships and coordinates sales of other event sponsorships. Serves as Registrar for inputting event registration information. Reports continuing education contact hours to CE Broker.

Maintains up-to-date knowledge of federal and state regulations regarding long term care and provides information to nursing home members related to survey and certification inquiries. Develops and conducts education and resources with an emphasis on risk Management, quality assurance/quality improvement, professional leadership, and regulation. Serves as a resource for topics such as abuse, advance directives, Baker Act, clinical issues, ethics, hospice and end-of-life care, infection control, quality assessment and assurance, RAI process and care plans, restraints, risk management, transfer/discharge, licensed nurse and certified nursing assistant requirements, and other program areas regulated by federal or state statutes and/or rules. Serves as staff liaison to the FHCA Consumer Relations and Professional Development Committees. FHCA contact for FHCA Quality Forums. FHCA forums provide a proactive means to gather feedback from residents, families, and staff on "What is Quality?" and identify opportunities for enhancement.

Teresa Brown, Legislative Affairs Manager

Assists the Director of Governmental Services, monitors legislation impacting Florida's long term care profession, tracks bills, coordinates the Association's Political Action Committee and distributes weekly legislative updates/alerts and monthly legislative bulletins during the session. Also, coordinates preparation of issue briefs and fact sheets relating to proposed legislation.

Venetia Croy, Receptionist/Office Assistant

Primarily responsible for answering and routing telephone calls, taking messages and handling requests when appropriate. Provides general Association information and meeting schedules to callers as requested. Assists in fulfilling document requests and correspondence information. Assists other departments as needed.

Judi Drackett, Financial Services Manager

Responsible for financial duties including accounts receivable, accounts payable, general ledger, bank/investment account reconciliations, and coordination of annual audit. Maintains financial records of FHC Service Corp, FHC Education & Development Foundation, Inc., and FHC PAC. Assists Director of Member and Financial Services with membership functions.

Lee Ann Griffin, Assistant Director of Quality and Regulatory Services

Maintains expertise in the rules, laws and policy interpretation for nursing homes and assisted living facilities and provides legislative, regulatory and organizational support to members. Administers the CNA Hiring/Training Initiative, including the CNA Train-the-Trainer and affiliated CNA Test Prep Course programs and develops continuing education courses on long term care regulatory changes. Serves as an appointee to the Department of Health's CNA Council and as liaison to the Board of Nursing. Provides member support in the implementation of the FHCA Quality First Credentialing Program. Coordinates recognition programs. Staff liaison to the FHCA Workforce Committee and the Florida Center for Assisted Living (FCAL).

Deborah Iden, Membership and Finance Assistant

Assists the Finance and Member Services Director and Financial Services Manager. Processes membership information and maintains membership database. Processes payments for membership dues, FHCA seminars/conference, and other FHCA activities.

Ysonde Jensen, Event Planning Manager

Assists Director of Event Planning with development and planning of meetings. Speaker liaison for meetings. Makes recommendations and selects appropriate locations and facilities for FHCA meeting and events. Responsible for the management of the association's CE Broker submissions/compliance.

Tony Marshall, Senior Director of Operations & Reimbursement

Management responsibility for financial services for FHCA, FHC Service Corp, FHC Education & Development Foundation, Inc., and FHC PAC, member services, systems administration, event planning, and office administration. Responsible for all Medicare and Medicaid reimbursement and certificate of need issues serving as primary liaison to state and federal entities regarding such issues. Staff liaison to the FHCA Reimbursement Committee.

Julia P. Matson, Executive Assistant

Koko Okano, Health Services Research Analyst

Conducts research for investigative protocols targeted by the Centers for Medicare & Medicaid Services and the Agency for Health Care Administration for long term care providers. Compiles and maintains the annual FHCA End of Life Care Survey Series. Maintains information base of current grant possibilities for research proposed by FHCA staff and members. Maintains the quality assurance resource library.

William J. Phelan, CAE, Executive Director

Chief Executive Officer of the Association. Responsible for all elements of the Association's operation as authorized by the Board of Directors, the FHCA Bylaws, and Current Rules. Responsible for the effective conduct of the affairs of the Association and its subsidiaries. Recommends and participates in board formulation of the Association's goals, objectives and related policies. Organizes and directs the staff, programs, and activities of the Association to ensure that objectives are attained, plans fulfilled, and member needs met. Serves as staff liaison to a number of committees (i.e. Budget, Bylaws).

LuMarie Polivka-West, Senior Director, Quality Credentialing Foundation

Assists in the development, analysis, planning, and implementation of long term care related policies, programs, education, and training seminars. Maintains current knowledge of federal and state regulations governing Medicare, Medicaid and managed care. Maintains expertise in the rules, laws and policy interpretations for nursing homes, assisted living facilities and ancillary member providers in long term care. Provides policy interpretations of Medicaid, Medicare and state funded programs of long term care for member facilities. Develops and provides implementation assistance of provider and public programs that focus on the goals of member facilities to continuously improve the quality of long term care services. Staff liaison to the Disaster Preparedness Committee, Quality Credentialing Foundation and a number of committees and agencies focusing on quality long term care and disaster preparedness.

Zana Raybon, Quality Program Assistant

Peggy Rigsby, Director of Government Services

Monitors the development of new and revised regulations affecting long term care facilities on both the federal and state level and provides input as the regulations are developed. Maintains knowledge of relevant regulations, rules, laws and other state and federal requirements affecting FHCA membership. Directs FHCA's legislative agenda and assists in drafting of proposed legislation and amendments to existing legislation as proposed by other parties. Educates FHCA membership by developing legislative alerts, legislative bulletins, and newsletter articles. Represents Association on committees, task forces, and workshops related to long term care. Staff liaison to the Rules and Regulations Committee, Legislative Committee and a number of committees and agencies focusing on regulatory and legislative issues.

Dawn Segler, Director of Financial and Member Services

Oversees financial processes and reporting for the Association and related entities. Responsible for membership recruitment and retention. Responsible for coordinating and editing annual membership directory and online buyers' guide. Staff liaison to the FHCA Service Corporation and Membership and Planning Committee.

Cathy Westberry, Director of Event Planning

Plans and manages Florida Health Care Association’s meetings and special activities. Solicits bid proposals from potential conference sites and negotiates contracts with sites. Coordinates the collection of information and evaluation of potential seminar and keynote speakers. Develops and implements marketing plans for events. Staff liaison to the Annual Conference Committee and Associate Member Support Committee.
